Veyra lies beneath an ocean held in the sky by nine colossal gravity anchors. Its lower surface glows blue above mountain republics, caldera cities, glass deserts, and stormroot bridges. Ships sail upside-down along that luminous ceiling while localized skyfalls nourish forests or scour valleys when an anchor field slips. Leviathans carry drifting reefs through the upper depths, older than the human nations that chart them.
Every ninety-nine years the Covenant Engine stabilizes the Skysea by removing one city's civic name and shared memory from the world. Its people may evacuate, but maps blur, records empty, and even loved ones struggle to recall what was lost. The empire calls this the price of survival. Hidden beneath that doctrine is an older world of many-handed witness, living infrastructure, and promises no single throne was meant to own.
