The Standing Countersign
A port clerk finds one countersign clearing two incompatible cargo records and must prove which institution taught honest people to maintain the lie.
Meridian is a container port whose legal reality is assembled from weights, seals, timestamps, union custody, and countersignatures. No single record controls a shipment; the system works because independent records are supposed to disagree when somebody cheats. A consortium has learned to make those records agree too perfectly. Exposing it can stop toxic cargo while closing the port that pays the witnesses' wages.

- A container of electronics that bypassed inspection due to weight discrepancy. — Arrived on Tuesday night; logged in night ledger. The forgery altered the weight to match the day ledger.
