The Standing Countersign

A port clerk finds one countersign clearing two incompatible cargo records and must prove which institution taught honest people to maintain the lie.

Meridian is a container port whose legal reality is assembled from weights, seals, timestamps, union custody, and countersignatures. No single record controls a shipment; the system works because independent records are supposed to disagree when somebody cheats. A consortium has learned to make those records agree too perfectly. Exposing it can stop toxic cargo while closing the port that pays the witnesses' wages.

Medium-sized cargo port on the eastern seaboard, operates 24/7. — Three shifts: day (7am-3pm), swing (3pm-11pm), night (11pm-7am).
Cargo log system
Two parallel ledgers: day ledger (written by day shift) and night ledger (written by night shift). Both require the chief clerk's countersignature. — The same signature appearing on both for the same cargo is impossible because the chief clerk only works day shift.
Contraband shipment
A container of electronics that bypassed inspection due to weight discrepancy. — Arrived on Tuesday night; logged in night ledger. The forgery altered the weight to match the day ledger.
