At 04:40, chief river engineer Ruth Bell must release East Weir to save Calder General and the centre of the city. The diverted flood will destroy Saint Agnes Hospice, and the woman who raised Ruth is still being evacuated through its floodway. Then Ruth learns that fifty years earlier Margaret faced the same hospice, the same weir, and the same terrible decision—and knowingly told command that Saint Agnes was clear while Ruth's birth mother Clara and six patients were still alive on its roof. The gates would have opened anyway. Margaret's lie did something else: it made the city stop looking. Now Ruth must do what Margaret could not—tell command that people are still there, and open the gates anyway.
